Congress votes to soften loud TV commercials

For year, consumers have been complaining that TV commercials are too loud. Advertisers plan it that way to get our attention.
Now a bill is heading to the desk of President Obama that would prevent network and cable advertisers from blasting viewers out of their chairs with high decibel levels.
The bad news: The bill would take two years to fully implement.
