Scott was severely cut as the boat ran over her, said Master Officer Kenneth Osborne Jr., who is investigating the incident for the N.C. Wildlife Resources Commission.
The Observer also reported that the man driving the boat, Dennis Franklin Allen, 30, had never driven a boat before the day of the accident. That has led some to call for tougher laws regulating first-time boaters.
Allen, driving a rented boat, was attempting to raft his rental with 300 to 400 other boats tied together at the annual "Lake Bash" in a cove off Gainswood Drive in Mooresville when two or three of his passengers jumped into the water to swim.
After the propeller stuck her, Scott briefly slipped beneath the surface before she was rescued by a man on a neighboring boat, the Observer reports.
The incident is under review to determine whether Allen will face charges.
