According to a police report, the incident happened at about 9:25 p.m.

Hartgrove and her husband had been driving north on Plaza Road Extension when their car developed mechanical problems. It was stopped partially in the roadway on the right shoulder.

The SUV, 2001 GMC Yukon, was also traveling north on Plaza Road Extension.

Hartgrove was struck by the SUV after she stepped onto the roadway to flag down the driver. She died at the scene.

The driver of the SUV, 37-year-old Kendrick Neely, stopped and waited for police to arrive. He was arrested for driving with a suspended license and driving with no insurance.

According to Mecklenburg jail records, it was his second time being arrested for driving with a revoked license.

This case is still under investigation, police said, and additional charges may be filed.
